There are just a few resources for download here so far.

Inkscape design file. Inkscape is a free open source design program available for download from https://inkscape.org/en/ It's not too hard to learn to use, well it did cause me a few frustrations as a novice but I got there. The design file contains layers for borders and text and even the Union Jack that can be switched on and off and the result can easily be exported as a PNG file. You can also set the size of the PNG image, the two below are quite small.  The aspect ratio of the design here is 1:2 but it's easy to make it 2:3 or for that matter you could even do 3:2 so you have a representation higher than it is long only using the stars at the end and not the full flag.

In reality it would only take a few minutes for an experienced designer to replicate the design in any design software.

If you are new to design you may not know the benefits of PNG files over Jpeg files. Jpeg files are for photos and the like but they blur straight lines and sharp edges whereas PNG file overcome this problem. Inkscape cannot produce jpeg files. other programs can convert PNG to JPG but you should think about whether you really want to do this.
